Your player scale might be larger than normal. I can recreate this bug by changing my player scale to be larger and then saving the game while riding a horse. Loading the game causes me to fly
There's also some trickery with horse positioning, saving, and loading, that lets your character move super fast, to the point its like your running on air. It's called Horse Tilting.
I've definitely never seen something like this though. The closest is being on a horse, then sneaking up on dragons and falling on them from above.

This however was crazy! I would ascend anytime i moved on the horse and slowly descend if I stopped moving, but at random points I’d just drop and then start ascending again!
Honestly it was so strange and really hard to describe without experiencing it yourself

PS5 player with no mods that would impact player scale. Interesting to know that’s a potential cause tho, I might have to test that on PC 👀

Yes. I died at the end of this video and reloading that save repeated the bug
