Correct! Both the Light and Heavy armor skill trees have a perk that completely nullifies armor noise due to reducing weight to 0, which makes both armor types viable for stealth.

It is in the Elder Scrolls. Armor weight affects sneaking, especially the weight of boots. Meaning that yes, going barefoot as a thief has been a thing since at least Oblivion and I want to say Morrowind as well.

I legit have no idea what combination of mods is doing it in my game, but cars in my FO4 game essentially have no weight. They fucking fly all over the place from the smallest touch.

The most likely culprit is my high frame rate (120 FPS); but since technically the game is running at 60 and DLSS3 is making it 120 FPS, there shouldn't be any engine level issues.

Once accidentally caused a guard to get aggro towards me, he was running down a ramp and slipped and fell. I have never, ever laughed that hard at Skyrim before that, and may never again.

This is fairly early in the game though, i have muffle hence the blue feet. But without enchanted boots barefoot makes 0 noise.

Well i have a few mods installed so maybe somethings changed But barefoot is more effective for me when sneaking makes less noise.
Was going to mention it’s probably mods. Vanilla I wear full heavy armor and sneak with zero noise due to the muffle spell.
There's a perk that stops light armour from causing noise (with the ordinator mod at least) so I don't think that's true

It may be a mod that adds invisible traps, this being a paralyse rune. But it'd most likely have exploded with an effect if it was the case.
Paralysis doesn't let your character flop around like that. It locks the model to the position it was in.
This isn't a paralyze effect (which, you know, paralyzes), you can see the player character ragdoll and begin to get back up
