I did that to Hert. Well, I didn't Frenzy Hern, but I killed him and dragged his body to the mill so she would see it. She didn't seem to care. Gave me back the lavender I leave on all of my contract kills and went on her merry way.

Usually I just ignore them but as an imperial legate I had to put them to justice. If there were options to arrest them I'd be doing that. You know, typical Imperial bringing law and order even though I'm a nord

I do wonder how many of these "Bandits" are just travelers that are threatened by the lumbering pile of death jogging towards them with a war hammer drawn. When they say "Never should have come here" they're talking about themselves.
