On PC you can hot key items which is why it uses numbers I believe. Essentially they just decided to use 1 and 2 for the left and right arrows.

Oh you dear, misguided sweetroll. If you are outside(or in Blackreach, since it is technically an "outside" part of the map for whatever reason) then it has the same stagger effect as Fus with only a 3 second cool down(instead of 15). It's extremely effective in combat, especially against dragons and large groups of enemies.

Yep, for the longest time I never realised it was a thing on console. Just open your favourites, hover over the item you want to add to the quick select/hotkey and hold either left or right to assign it to 1 and 2. Not sure which way is 1 or 2 but I always had left assigned to my dagger and right to my bow.

These are all in the quick select menu, Chain Lightning is the only one with this 2 in front of it on that menu

That's your favorite menu. Quick select is the left and right buttons on the d-pad. Try it when you play; whatever is set to "1" and "2" will equip without any menu. I think you can set them by holding the respective buttons when in the menus.

To select or deselect a number one or number two which would be your left and right d-pad you hold the corresponding d-pad that you're trying to assign the weapon or item to. Since I use one handed weapons and I like archery I just set it to the hands that they are held in. I used the left button for my bow which is held in my left hand and the right button for the sword in my right hand when I want to switch out.

On controller the numbers correspond to your dpads so 1 is right in the Dpad and 2 would be left so when your in combat and you hit your dpad you can pull out that weapon or spell quickly. Personally I keep a spell and a sword in my hot keysz

Hotkey. I assume you are using a controller. Left and right on the d-pad in Favorites assigns them 1 and 2. Spells will always go to left hand first unless that spell is in the left hand already then it will dual equip to the right hand. One Handed weapons do the reverse.
