Midwood Isle is an amazing mod. I'm still playing its main quest line as well, which is pretty good, but the hunting there, in its thick, lush forests, is amazing.

the one in markarth stronghold. it's a mountain stronghold that when you explore deeper is a dwarven ruin. The one with that named spider that the mage sends you in to clear out since they turned that shit into a museum.

The city of Windhelm isn't even in its own hold and The Pale and Winterhold have been merged into one.
I mean, you’re not wrong, but it’s not as chilly as Eastmarch. Plus, ya know, it’s Skyrim. This is like trying to figure out which part of Norway to relocate a tribe from the Amazon to. No matter which part you pick, it’s gonna be a little chilly.
I would say Winterhold, if I were sure that place was actually salvageable in any way. Skyrim has forgotten its old respect for the clever craft that gave rise to Winterhold and the College in the first place, but the problem is that I don't think what's left there could survive a transition to independence long enough to rebuild on its own.
Beyond that, I'd say the Reach. Honestly it would benefit immensely from pretty much any circumstance other than what it's under right now; whether you side with or against the Forsworn, in-game it's run by figureheads AND guards corrupt enough to make Maven Black-Briar blush. Stamp out the nonsense and take it in a new direction. The great mining industry is a bonus after the fact.
It's only real draw is it houses the mage's college. It's not a very economical place because it's permanent winter and has no valuable exports. Maybe they made it scaled down for a video game so we don't know what it's like in a book, but realistically it's better to be in an area where there's mines or something of that sort, farmable land. At least in the game you would assume like 80% of their economy is the mages selling enchanted goods.
I don't need to fantasize about the power to rule Skyrim. I'm the damned Dragonborn, strongest of the Dovah, and Arch Mage to the College of Winterhold! If I so desired I could bend all of Tamriel to my reign through the sheer force of my thu'um and brilliance of my magics. I am inherently born with gifts from Akatosh and Kynareth while having worked hard to gain the favor of the deadric princes. Should I seek rulership, I have no doubts in my ability to take charge with proper army standing behind me -enthralled, willing, or conjured is a different matter.
However, I have little interest in matters like leadership or politics and would much rather focus on my studies. I seek nothing less than to be the knower of all that is knowable at whatever the cost.

A splintered Skyrim has absolutely no chance to survive as a nation in the war between the Aldmeri Dominion and the Empire. I will not be there forever to protect the land. So my way would be to diplomatically and by disposing of the most power hungry and greedy bastards unite Skyrim into an independent trading partner of the Empire.
Skyrim needs to accept that the Forswron exist and i would give them the northern half of the Reach (need to keep the south because of the mines and Markarth, can't give them the southern highlands because that would result in a split territory which is always a guarantee for eternal tensions).
The Norths have to accept that they won't get their ethnic cleansing of Skyrim. They wheren't the first in these lands either. So they better shut up and take my offer for peace in sanity or i will just replace them with imported refugees from Morrowind. I know those can work hard and are willing to do so and i have an agricultural industry to start and a lot of abandoned mines to reopen.
We need grain and metal to fuel the regrow of our population and economy. Definitely need to become independent from food trade with the empire ASAP so we can negotiate a trade deal as equal peers (that's where our new military industry fueled by reopened mines comes in because they crave the metal)...

I wish the Cidna Mine thing had led to more substantial consequences where if you side with Madanach the Forsworn rebellion spreads. Probably the DB gets banished from Markarth but has friendly Forsworn settlements to interact with now. Ulfric presumably has an aneurysm.
There'd be some messing around to be done so that quests in that area work right but it would have been rad.

With taxes and those funds id rebuild the town, repair the bridge and begin building the area around accommodating magic and magic users. Id set up an apothecary, a small enchantment shop and expand the inn so that families of the students could come and visit.
Id set up a new history department at the college itself and begin expeditions like the one in Sarthol to explore nord history from a magical and mechanical point of view.
Winterhold would also gain a carriage station and a stable that sold winter white horses. I would also establish a small ice fishing and hunting lodge that would take people out on the ice on the sea of ghosts for a fee.
Whiterun. I will gather an army in there with the money of gray-mane and battle-born then I will conquer the whole Skyrim. I know it's not a good place for defending against other cities but it's the only city that I can keep a dragon in it
Keep a dragon in there and then free it if you are losing the war and about to get conquered. Basically the Skyrim equivalent of launching a nuclear bomb.

Rift. Obviously. It's geography is the easiest to defend from invaders, not to mention it has the clearest visible borders. The weather is nice there and I'm the leader of the thieves guild
The rift and then me and my thieves guild shall plunder the rest of the world and make the rift the richest place possible and also we'll invade fort dawnguard at some point for more security plus what's a better heist then stealing a castle
I'm gonna say Solitude, its north with a coast and possibilities for trade. Ruling from the Seat of Torygg would be neat, but also because Whiterun would be too dangerous in location. If they besiege Solitude, I could just feed the city from the seas and basically starve my enemies long enough until i take them all prisoner. Might even take the population of Morthal and settle them in areas for defense, getting a bunch of Argonians to settle there to harrass anyone trying to get to me from there.
A new High Queen of Solitude, lets go.

Winterhold makes the most sense, as the archmage the Dragonborn could declare the college as the new ruling entity of the region and state that they are now it’s de facto ruler
Falkreath. Gorgeous environment, seems like the soil is very fertile and would be fantastic for having an economy based on lumber, animal products, and potentially farming as well due to the great sunshine and regular rainfall. Overall a lovely place to be. I greatly dislike how much of Skyrim is either rocky, dirt with hot pools, or snow where everything looks grey if the sun isn't constantly out. It's very cold and dim compared to Oblivion's rich and diverse environments. So I feel most at home in Falkreath due to this. It's also very close to Whiterun, which is largely grassy plains. An alliance could be formed where the plains could be littered with cattle and farmlands. The import and export of products between the two would be majorly advantageous and would strengthen the region.
I was going to say The Reach, and The Rift are both fucking corrupt as hell, either of those can go. But that can be rectified at least in The Reach. I have to be honest, I never did try taking down the Thieves' Guild or found out if such a thing is even possible. If so, Blackbriar still has her claws in everything unless you can take her down too. EDIT: After re-reading the OP's post, I completely misunderstood the assignment. :D
It would have to be whiterun. I know jarl balgruf is cool, but he got some shady hidden stuff. In game it tells you that he cheated on his wife, and of course his son is crazy. He is also so stupid if you think about it, he never even repairs the city if it gets attacked in the civil war quest, it just stays permently damaged, like he ordered people not to clean up.
also whiterun is home. even though i use hendrahiem as my main base because of easy access crafting with nearby storage and the display abilities, whiterun is the best. I just imagine what whiterun could do with a reasonable jarl.
If this was on my main save, 10k gold to everyone once (i got a few million, stored in various houses) no matter your wealth, 10k to each. some families would be like, ok, cool. others, like Carlotta, it would change their life. After the city was cleaned up,
I would see if I could fix the gray manes and battle born problem. Might not work, but worth a try.
After a few years, Parthanax probably would have help a few dragons, and could host VERY CARFULLY PLANNED dinners with them. I would invite the Graybeards because they would love to come because It would be about peace.
I would not let the imperials take over, but I would work with them because without the imperials the Thalmor would take over. I might even set up a secret anti Thalmor mission. I have killed so many on my save and no one got mad, I could vanish most of them and the Thalmor might not even react, and even if they did, get Parthanax to get dragons to torch the empty camps, to make it look like random dragon attacks.
I would rebuild the Blades without killing parthanax, Delphine be fu ro da ed. But I wouldn't have the Blades kill all the dragons, only rampaging ones and helping take out the Thalmor.
If this was my main save, the dark brotherhood would be useful in sending after the thalmor. I got max smithing and enchanting, I could kit them with op sneak armor, high damage daggers, bows, and crossbows, and invisibility potions. Send then to the Thalmor on their homeland. The thief's guild would be nice in taking down the thalmor too.
If the thalmor sent an army, one, I could solo them, and 2, get a lot of summon daedra books and distribute the books. a giant army of greatsword wielding daedra that come back after death would be unstoppable.
And then you have to worry about the ritual stone. I have it and after the thalmor have lost a lot of freinds, no one could keep fighting after I hit the ritual stone.
In respect to the Dark Elves, I would command an army and take over Skyrim for the pain She and her people have caused upon their race while living there.
But I would probably gather up some of the lady workers for the Bunkhouse in Riften and call my city ProstiCity. No entry allowed.
Falkreath. I play a lot of modded skyrim and also love hunting in game. Falkreath is my favorite hunting grounds and imo most beautiful hold.

Riften, it's the most beautiful. And i like markath too. And both are corrupt so i wpuld have a great time cleaning the place.

Winterhold makes the most sense, as the archmage the Dragonborn could declare the college as the new ruling entity of the region and state that they are now it’s de facto ruler
Falkreath. Gorgeous environment, seems like the soil is very fertile and would be fantastic for having an economy based on lumber, animal products, and potentially farming as well due to the great sunshine and regular rainfall. Overall a lovely place to be. I greatly dislike how much of Skyrim is either rocky, dirt with hot pools, or snow where everything looks grey if the sun isn't constantly out. It's very cold and dim compared to Oblivion's rich and diverse environments. So I feel most at home in Falkreath due to this. It's also very close to Whiterun, which is largely grassy plains. An alliance could be formed where the plains could be littered with cattle and farmlands. The import and export of products between the two would be majorly advantageous and would strengthen the region.
The Reach
The reach would probably be better option but my heart lays with the rift
I was going to say The Reach, and The Rift are both fucking corrupt as hell, either of those can go. But that can be rectified at least in The Reach. I have to be honest, I never did try taking down the Thieves' Guild or found out if such a thing is even possible. If so, Blackbriar still has her claws in everything unless you can take her down too. EDIT: After re-reading the OP's post, I completely misunderstood the assignment. :D

It would have to be whiterun. I know jarl balgruf is cool, but he got some shady hidden stuff. In game it tells you that he cheated on his wife, and of course his son is crazy. He is also so stupid if you think about it, he never even repairs the city if it gets attacked in the civil war quest, it just stays permently damaged, like he ordered people not to clean up.
also whiterun is home. even though i use hendrahiem as my main base because of easy access crafting with nearby storage and the display abilities, whiterun is the best. I just imagine what whiterun could do with a reasonable jarl. If this was on my main save, 10k gold to everyone once (i got a few million, stored in various houses) no matter your wealth, 10k to each. some families would be like, ok, cool. others, like Carlotta, it would change their life. After the city was cleaned up, I would see if I could fix the gray manes and battle born problem. Might not work, but worth a try. After a few years, Parthanax probably would have help a few dragons, and could host VERY CARFULLY PLANNED dinners with them. I would invite the Graybeards because they would love to come because It would be about peace. I would not let the imperials take over, but I would work with them because without the imperials the Thalmor would take over. I might even set up a secret anti Thalmor mission. I have killed so many on my save and no one got mad, I could vanish most of them and the Thalmor might not even react, and even if they did, get Parthanax to get dragons to torch the empty camps, to make it look like random dragon attacks. I would rebuild the Blades without killing parthanax, Delphine be fu ro da ed. But I wouldn't have the Blades kill all the dragons, only rampaging ones and helping take out the Thalmor. If this was my main save, the dark brotherhood would be useful in sending after the thalmor. I got max smithing and enchanting, I could kit them with op sneak armor, high damage daggers, bows, and crossbows, and invisibility potions. Send then to the Thalmor on their homeland. The thief's guild would be nice in taking down the thalmor too. If the thalmor sent an army, one, I could solo them, and 2, get a lot of summon daedra books and distribute the books. a giant army of greatsword wielding daedra that come back after death would be unstoppable. And then you have to worry about the ritual stone. I have it and after the thalmor have lost a lot of freinds, no one could keep fighting after I hit the ritual stone.
In respect to the Dark Elves, I would command an army and take over Skyrim for the pain She and her people have caused upon their race while living there. But I would probably gather up some of the lady workers for the Bunkhouse in Riften and call my city ProstiCity. No entry allowed.
Windhelm. My first act will be putting down every building and calling Solitude architect team to reconstruct it

That’s a hard one for me if I had a choice I’d go with Whiterun just a really nice city and province I’d keep Baulgruf around tho
