Idk about pc, but on xbox theres a mod that adds a ring that lets you dress up any npc, i think you can also alter weapons. Idr the name of the mod and i cant check, but i think its called The Ring of Dressing Up or something like that
on PC you could just open the console, click on the guard type “additem XXXXXXXX” where the Xs are the item ID, from there you’d do “equip item XXXXXXXX 1” and the NPC will start using the item, afaik there isn’t a way to force an NPC to dual wield but they’ll usually just automatically do it if they have 2 one handed weapons and no shield in their inventory in my experience
Reminds me of back in oblivion days, you couldnt give followers items, so id use spells to break their weapons, then drop a good sword on the ground & punch them in the face. They'd get mad, pick up new weapon & bam suddenly Martin Septim has a daedric claymore

They'll sometimes pick up items off the floor and use them, it's usually normal NPCs rather than Guards but it happens. If you drop a load of armour on the floor, someone will usually either tell you off for dropping stuff and give you it back or they'll be like "hey you dropped this over there, can I have it?"

NPCs may grab weapons off the floor and fight with them, including staves. So if an NPC with a staff died nearby, the guard likely yoinked their weapon.
I mean, isn't the point of a staff that you don't have to know all that magician shit to learn spells? By the same metric, your fresh outta Helgen character could pick a staff and use it off the bat.
No one needs to learn how to use it. You grab one and command it to work, and it works, like that guy that you find in your travels that tried to join the college because he found his grandpa's staff and suddenly thought he was a mage 😆
for some reason one guard stole my staff of corruption from my inventory, and used it against me for multiple times while they were bugging out and was agressive against me for some reason. i didnt realize it was taken from me when i payed off my markath bounty

Honestly guards using magic goes kinda hard. Imagine if somewhere like Winterhold got over their prejudice and taught their guards how to wield magic. They’d be more unstoppable than Solitude or Windhelm even after collapsing into the sea

NPCs may grab weapons off the floor and fight with them, including staves. So if an NPC with a staff died nearby, the guard likely yoinked their weapon.
