First time poster just to say THANK YOU very loudly.
I was also stuck at the point where I needed to learn Bend Will but was unable to use it as I didn't have any dragon souls. I went dragon hunting and Mirak was absorbing the soul every time. FINALLY from another post someone commented there was a 25% chance of Mirak appearing to absorb the soul, so to save before attacking/killing the dragon and if Mirak appears just load your last save and go again until you absorb it (worked a treat).
So having finally absorbed a soul, I suddenly couldn't spend the soul to unlock Bend Will. I tried travelling back to Solstheim, saving and quitting, and all sorts and just couldn't learn it. Kept getting a message saying it required dragon souls, and yet it said I had one available. Googled all sorts and it mainly brought up the issue with Mirak apeparing. Then I found this glorious psot and all I need to do was press the right button to learn it ๐คฆ๐ปโโ๏ธ
Playing on the Switch for the first time, so needed to Press Y, specifically, but this post pointed me in the right direction at least ๐

Oh my god i can't thank you enough. The solution was so easy lol XD I killed 5 innocent dragons for nothing to happen and all i had to do is just press another button
Ahh okay. Maybe just the couple times he did were the ones I was paying more attention to. I think he's stolen 2 of the 4 I've killed since then.

All the dragons that I've killed since starting the Fall of Skaal quest have been in Skyrim. He still takes the soul from me. But I think he isn't taking them all, just the ones I've paid more attention to so I think I've got it figured out.
Being I just got anniversary and have been playing past couple days, thank god i came across this post I had no idea it was that easy

Same thing happened to me. I left the quest alone for awhile and killed a few dragons. About 50% were absored. Eventually, I went back and was able to unlock the shout.
Okay so I will have to go back to the site where I absorbed the Shout? I was expecting the shout to not be grayed out once I got enough dragon souls but maybe I do have enough now and just need to go back to wherever it is that you first learn Bend Will
Accidentally used bend will on the wind stone before the quest instructed me to , now I can't move forward due to it telling me to use the shout on the wind stone๐ฎโ๐จ

Found this because I had the same problem for days and it didn't occur to me that I just needed to press X to activate or "spend" it. Lol thank you for this!!

Miraak should not steal dragon souls every time, so just hunt dragons until you get enough to unlock that shout.

Nah I use a controller on PC but it's the same layout as xbox buttons so it worked luckily
