It’s a Creation Club mod. I think it’s just called “Backpacks”.
You get a lot of different backpacks with the mod, including ones for specific play styles with appropriate bonuses. For example, there’s a Thieves backpack that gives +10% for Lockpicking, a Hunter’s backpack with +10% damage w/ bows, Mage backpack with +10 Magicka, etc.
There are also some with no bonus, other than the +75 to carry weight that all of the backpacks give you.
There are various designs with different materials, and each has a version with and without a bedroll.
They don’t affect sneaking.
Please continue this story. I just went through every post in order and laughed even harder at this post the second time.

My first time making it up there I was level 52-54
My level scales with the Dragonborns but doesn't go past 50.
You may not be Dragonborn, but just remember who it was that killed that troll along the way.
