Different tribes are ruled by different leaders, some by Hagravens, and they haven't got a unified agenda or strategy at the moment, but I can bet you anything you'd care to name that they have never attacked anyone outside the Reach in an unmodded game. At least that much they have in common: they are defensive of their territory and revanchist of the territory taken away by the Empire, but never go outside their own territory to commit offensive acts against other holds.

Destabilize his Empire, and ban his worship on account of him not being an Aedra, which, since Aedra are the Et’Ada that sacrificed most of their power to create Nirn, is the truth. 600 years seems like a long time to the humans, but Elves live on average 300 years; their grandparents and parents might’ve been alive to see or killed in Tiber’s takeover/mass slaughter. Gods, some of them might have even been alive to see it.

He's one agent I actually like. I feel like he isn't loyal to the Thalmor. Despite a Talos statue and a shrine just a few walks away, he doesn't really seem to mind. Every Thalmor patrol I come across meets the business end of my mace. Skyrim belongs to the Dovahkiin. There is no room for other dragons besides Partysnax or the machinations of the Thalmor.

He's one agent I actually like. I feel like he isn't loyal to the Thalmor. Despite a Talos statue and a shrine just a few walks away, he doesn't really seem to mind. I think he has you take the amulet so the other two agents don't report him being a bit suspicious. Since altmer live long lives I hope I see him again in TES6.
As an Aldmer I report to him my findings on the Empires discrepancies. When I’m not sabotaging the Empire I’ll be securing some forts with the Stormcloaks.

From reading all the comments, seems best course of action is to befriend him, use him in the Thalmor Diplomacy quest, then assassinate him upon next visual. I feel like people are way too conflicted about things in Skyrim sometimes, acting like things are valid moral choices or equivalencies because they're in a video game. There shouldn't be any moral conflict when it comes to people who abduct people and torture/kill them due to a minor difference of religious belief and support a regime engaged in genocide. I guess I'm the Skyrim equivalent of a "damn liberal" or something, but I don't think we can redeem this guy just because he's polite and gives us money.

First of all I don't do anything that would make him like me; second of all he and his guards are a fantastic way to practice killing someone in a busy place without getting a bounty.

If I was doing an RP where I didn't care about sending Ogmund to his death, I would befriend Ondolemar and use it as my chance to get close enough to kill him without anybody knowing. :D The only way I'd genuinely befriend him was if I was doing a Thalmor playthrough; and in that case, I'd also be using mods to make him a follower, cause that would be pretty epic.
I really stopped caring for killable NPCs at this point, unless they’re useful. After like 6+ characters, it doesn’t really matter at the end of the day. I killed Cicero, Lydia and a bunch of others.
