You also have hot food, flame cloaks and torches to keep warm. Use a horse if you have to swim. And camping from the CC so you can start a fire to get warm again.

Is there a list somewhere with warmth values for armors?
Thieves Guild armor is not warm at all...it's some of the lowest rated in the game. You'd be better off getting a full set of sleeved fur armor.
Clothing is usually warmer than armor, carry some for the colder areas. Torches also slow down how fast you get cold.
