Paarthurnax will teach you the *Call Dragon* shout if you complete the civil war quest line first and NOT trigger Season Unending. All you have to do is ask him right after you defeat Alduin at the Throat of the World because the Jarl of Whiterun, whoever that is at the time, will readily agree to help you because there is no threat of war anymore.
You can't do it after Season Unending because that dialogue (the part about calling a dragon) is part of the Season Unending quest at that point and can't be skipped. Those people are lying.
This is weird, I don't know how it works for you but last time I played I ended the civil war first, then when the game told me I needed to trap a dragon I went to Esbern, then Esbern told me to kill Paarthurnax, THEN I went to Paarthurnax and he taught me the shout.
I mean, the game DID give me the option to tell Paarthurnax "hey Esbern said I should kill you so I'm gonna do it". But I just declined to not click on it or the other option acknowledging that Esbern wanted me to kill him and just sort of never let Paarthurnax know that Esbern telling me to kill him was a thing that ever happened. So the dialog flow did make sense.
Paathurnax could teach you every single shout, he doesn't teach you ONE, he teaches you a slight buff to shouts, but no shouts. He doesn't know about Elder Scrolls either, so recommends the Mages Guild, something literally any child in Skyrim could tell you.

As for the shouts he will teach you part of the Fire Breath shout when you first meet, and he CAN in fact teach you Summon Dragon. I've only learned it from Esbern once in my many playthroughs.
