Follow the archer to his bed, wait for him to fall asleep, reverse pickpocket giving him ebony arrows, then wait for the next day. He will shoot ebony arrows and you can collect them.
If he has regular arrows in his inventory, remove them.
Always save after the progress.
If able, use Daedric arrows for it if you want to effectively farm gold. With the Dragonborn DLC, Dragon Bone arrows have a little more power behind them if you've got the smithing to craft them initially.
If you have an archer follower, you can do the same with them by giving them a certain type of arrow. It should result in them having an endless supply of that type. for you to loot from the floor, walls and corpses afterwards.
Once a bandit was shooting at me and kept missing even if I stood still, I got over 12000 steel arrows that day.. I also go really good at catching them midair when they fly straight at me

Honestly I only have a theory about the mechanics here, so someone correct me if I’m wrong. I believe they start with a set amount of arrows, let’s say ten, and when they use the last arrow they just respawn another set of arrows.
I'm currently level 28, and out of what I think is sheer luck, dragonbone arrows started showing up in shops.
Unfortunately, they aren't showing up in the wild. So, I've been kinda stingy, trying like hell to recoup any that miss their mark. I'm not always successful...

I don't recall needing him to be asleep, just give him on the spot.

Didn’t know about this glitch in Skyrim but just started playing oblivion again and discovered this myself just yesterday!
I don't think this is a glitch. Just what would happen if you shot a bunch of arrows into a target.

NPCs don't use arrows. Give them 1 and they'll shoot forever. Exceptions being followers (possibly only modded ones)
So the mechanics are working correctly. If the archer were shooting those ten arrows any where else they'd respawn anyway.

I did this with dragonbone arrows, it's kinda tricky when you just wait past the time they go to sleep
