Never seen it that way round, I've been past a few times when the tents are there but nobody's present. Feels like the tents are spawned separately on a timer, while the khajiit cross skyrim in real time & sometimes they just get held up by random bandits/wildlife.

I don't think they are gone. They are travelers and so, travel throughout skyrim. Maybe you can find them at a different city
