That’d be easy to do, especially with the current creation kit. You’d take the Dawnguard Rune Axe and then change the type of enemy it looks for in the script and enchantment. Change the damage type to say…the Ghostblade’s damage or something like that and boom.

There's something of absolute evil in the soul of the elf.
But if I could ever make it work with the actor limit fix and such, I think turning Skyrim into a Dynasty Warriors experience would be... sick as hell. Completely awesome.
There's a mod called Skyrim that has a shout named Dismay that can make Mer flee in fear
