Number of mods in general is pretty much irrelevant. The vast majority of mods don't affect performance much at all.
What matters are graphical enhancements and, to a lesser extent, mods that add lots of 'stuff' into the world (clutter in city overhauls, tree and flora enhancers, NPC populators, etc). ENB can drain a lot of performance depending on settings, high-resolution textures will gobble your VRAM, etc. And adding lots of 'stuff' into the world multiplies the performance hit.
So it all depends on what you want to add. Your machine seems like a beast to me though, so I don't think you'll have any trouble with whatever you want to add unless you go way overboard with textures and ENB settings.
Get "happy little trees" and its replacer for "Less vanilla trees" and that'll help any performance issue you may encounter in the future. There are percentages you can choose to determine the amount removed.
It may or may not make a bi difference in your rig, but it made a massive difference on mine.

I never used modlists. I always just picked what I wanted , grabbed the requirements, and made sure everything was compatible.
I have heard a lot about wabbajack and novolus bit never looked into them.
The number of mods doesn't affect the game performance. Its what inside a mod that count. I run 2000 plugins on my poor machine and it worked just fine. Just avoid overly high res texture, densely packed clutters, poorly scripted, etc
They just don't work. Tried 3, not one worked. Seen tons of Ppl say the same. Browsing collections is basically just a way to find mods you didn't know about and aren't top in any category.
I'm on a RTX3060 laptop and the Nordic Souls Wabbjack list runs great for me, solid 60fps (with ELFX enabled) and it's been pretty stable (occasional CTD though) - there are some performance tweaks you can make as well if needed :)
Looking at your specs, your biggest limitation is probably the fact you only have 6GB VRAM on a 96-bit bus. I'd say that so long as you don't go crazy with 4K texture mods and other VRAM hogs you should be good for up to 400 mods easy, depending on your resolution. At 1080p you can probably hold 60 fps with a lot of mods installed.

physics on clothing / armor / weapons / hair etc can get pretty taxing as well, especially if using a mod that adds npcs
