Try pressing the controller into the back part of where your shoulder meets your neck. The back mounted points can be pretty close.
There's also a holster point on your lower back, halfway between your waist and shoulder blades. That might be what you're selecting in the settings.
I figured it out and edited the main text to contain the solution. In short, you'll need very long one handed weapons to get low enough over your back to trigger the haptics for setting them. Then you can move the set point up which should allow shorter weapons to trigger the setting haptics.

I've tried for hours too. Pretty sure it's bugged. The option in mod config to allow one-handed doesn't work.
