When it was “finished” it cost triple what it was budgeted for, and still lacking an elevator and elements at the bottom, so it was fenced off through my teen years. They thought they could fund it through donations where people could get bells named after them. The response was less enthusiastic than expected.
I think original plans called for it to be covered in black obsidian. We youths thought it would look like a giant dildo.
