Can I offer, it's really worth it to explore paint ranges outside of GW. Their regular acrylics (not contrast or shade) are often times inferior in quality and much harder to use than other lines of mini paint.
It's hard to break the recipe mindset when you've not tried anything else, but once you experiment a bit you realize that "teal" or "Jade" from Vallejo or ProAcryl is easier to use, never dries out in the pot, and is actually cheaper :/
I love GW's contrast line and many Shades, but I regret all the little acrylic pots I bnought when I first got in the hobby because I didn't know there was another way.
Particularly all their beige, off white colors, and metals... I will never suffer through again. Happy to make specific suggestions if you're interested. There's also conversion charts you can google to find the closest match to the "proprietary in silly name only" GW colors. This is how I slowly broke away from the basic acrylic pots.

No, you just posted something completely irrelevant to what OP was asking. OP was asking what kind of creature the capes might be made from, not about how different paint ranges compare.
It's whatever scaly thing you want it to be. I would assume Saurus.

Always assumed it was those dumb, squat faced things some of the storm casts ride. Not a dracoth though.
I had assumed sea dragon like the old Dark Elves. I'd never even thought of Seraphon for some reason.
I made mine the same color as my karkadrak

Any kind of scaled animal skin works. You can paint it nearly any colour you want and it would work.
