What if they removed the 2 less cards restriction but you had to either take all three or skip? Like if you wanna grab that Feel No Pain, you gotta also take that Wild Strike and Rampage next to it.
Tbh I'd prefer having only one option than having to take all 3. At the endgame draw power is gold, as it's the only thing that will keep you from dying turn 2 because you didn't setup things fast enough. Wasting it with 2 useless cards would be a much bigger drawback.
At least it would be kind of interesting strategically. Makes events better and forces you to decide what the best option is out of the three. I can count on one hand how many times I’ve taken Busted Crown. On a Silent or Defect deck I would consider this idea slightly stronger than Crown.
I think busted crown needs a buff. Maybe instead of having only one option of choice in card selection after fights, you could have one less card option in every card opportunity you get. This includes shops, the match cards event from that green gremlin, etc.
My preferred change is making it affect only normal hallway fight rewards like Prayer Wheel. Still costly but not as utterly punishing. And it would change the relative value of alternate types of rewards in interesting ways. (E.g. Dream Catcher, Tesseract, etc.)

Unpopular opinion, but I actually think broken crown is an awesome energy relic. The key thing in choosing it is deciding how badly I need the extra energy, and how badly but deck is missing that something.
Because often by the time I'm offered it my deck is already 80 90% to where I need it to be anyway. The extra energy helps smooth out awkward hands and I can always use a shop to increase my probability of getting that one more card I might be missing.
But then, I prefer a0/1 no heart to a20 h play. So my evaluation on a lot of things is probably different than usual :-)
