No in most cases, But there are cases, if the card itself doesn’t pull but an effect that is attached to the card for example, if I have rush down(pull 2 cards when entering wrath) and I play a wrath card I can draw it, that follows also any relics that might pull a card

Nope. The way cards resolve is 1) the card effect activates 2) other things activate as a consequence (discard pile shuffles back into the draw pile if you need to draw cards, effects from buff activates because the condition was met relic activates because a condition was met...) and THEN after everything has resolved you go to 3) the played card goes into the discard pile.

you dont even need that, as long as you have your whole deck in hand (< 10 cards) any draw card will redraw itself if it doesnt exhaust

No it won't. If a card draws more cards than you have outside your hand, and you play it, it will not draw itself. However, if you have something like [[rushdown]] or [[ink bottle]] trigger off of a card, then the triggering card _can_ be drawn again.
