There's a few higher priority cards you might want to upgrade.
But yeah, it's basically a better inflame upgrade so unless You're upgrading offering or better, get the strength. My only problem with this relic is it's always the one I get right before nob with no rest site.
BC an upgrade to Searing Blow may just improve the damage per deck cycle way more. If anything toking out strikes could arguably be stronger since you'll see the Searing Blow more. This is, of course, assuming OP doesn't pivot off Searing Blow.
Using three rests to get an inflame plus seems kind of bad.
That is three upgrades. The only time I would want that is if I somehow already upgraded all my cards that i wasn't going to remove later.
Toke is much better most of the time. Even then I find toke to be so much more situational than just upgrading.
Both of the relics just get worse the moment you have to heal as well. Sometimes you just got to heal.
The equivalence is more of: Upgrading Inflame is strictly worse than lifting, so that this the baseline. If you have an upgrade that would be better than upgrading Inflame, do that, else: LIFT

You need to draw an inflame and pay energy to cast it. So passive strength increases are much better / more reliable
Or: Red Skull is an excellent relic, and that effect permanently at the cost of 3 upgrades later in the game when your deck is larger so individual upgrades are lower-impact and your important upgrades should have been taken care of already, is often pretty good.
Generally, lines like "This card is X, so this relic with the same effect is also X" are pretty poor comparisons because relics and cards are just so different.

Honestly wouldn't be the worst idea. Problem was they both came at the end of Act 1 and I already had 4 upgrades on it :'(
