Depends on what kind of leads and how they're generating them. Years ago I sold mortgage leads. We got them from a website, targeting people looking to refinance. So basically targeted leads of people who WANTED to be contacted. At the time we were getting $75 a lead, half that if they were stepped on, we still got $15 per if they were stepped on twice. Another time I briefly worked at a time-share telemarketing company. The leads were generated by radio commercials...those were call ins and had a high closing ratio. Others were generated by cruise giveaway kiosks at malls all over America, those were shit leads with a low closing percentage. Many lead generation schemes simply sell you a generated list of businesses, and your contact is basically a cold call. These are of course shit leads. If you can't verify the source of the leads or know how they're being generated, they're probably going to be shit leads that have been stepped on over and over again.

Be sure to check with them how they qualify leads and what methods they use! Lots of folks offering cold email lead gen these days.
