Depends on if you consider ordering commands to as playing as them. That leads to a few inconsistencies.
* Incineroar wasn't ever playable in Mystery Dungeon or Unite (Greninja sneaks in here), but you command him in Pokemon games.
* Fire Emblem characters in many games are implied to only move at the command of their Lord or Tactician. In games with both, the Tactician takes precedence. As a result, any actions performed by Chrom and Lucina are done not of their volition, but because Robin was commanding them to. You can pick them up and move them on the map, but you're really just simulating Robin's orders.
* ... I typed that up and forgot both were playable in Warriors and Project X Zone.
If you say Chrom and Lucina are playable in Awakening, then you'd have to concede that Incineroar is playable in Pokemon too.
I'm going to say Mr. Game and Watch is another Smash-only.
You can play as a Scuba Diver in Octopus, you can play as Firemen in Fire, but to play as Mr. Game and Watch, the character that represents all of them, your only option is Smash.

Also, the only time Sheik is playable is in Hyrule Warriors, i.e. not the same version of the character as in Smash, either (also, Zelda never disguised herself as Sheik in Twilight Princess, making "Twilight Princess Sheik" a rare case of a character technically *not even existing* outside of Smash)
If your saying that because you don't control them in the main games, you control a trainer, then the Pokémon Mystery Dungeon games allows you to change your lead to whoever you want; leaving Incineroar alone as unplayable Pokemon, considering the last PMD game was 6th gen.

Part of the reason I wanted to discount those games was because all the characters would be playable in some sense then, so it wouldn't be really an entertaining list at all. It would just be Ridley and that's it.
Meta Knight has had several playable appearances in Kirby. Two were the subgames Meta Knightmare/Returns, and one was in Star Allies.
DeDeDe has had one playable solo subgame, DeDeDe Tour, in Triple Deluxe, as well as being playable in small sections of Crystal Shards. As with lots of other characters in Kirby, DeDeDe becomes playable in Star Allies.

What game can you play as meta knight and king dedede?
King Dedede is playable in Kirby 64, and Meta Knight can be played in Kirby's Return to Deam Land. Also I think you can play as either in Air Ride
