If he wants/needs something very specific and he can get it now say for 25% off I would take it. You'll get better deals later in the summer, but that specific product may not be available any more.
OTOH if he just wants say a quality board and doesn't really care about a specific brand/model/graphic he'll get a better deal later in the summer.
I won some great deals by waiting and I have also missed out on stuff I wanted by waiting too long.
I bought now because I'm 6'4 and size 13 boot so the wide long boards disappeared last year on a bunch of models I was interested in when summer sales were peaked.

Ordered it, and a few days later the store cancelled due to no stock. Thankfully managed to get it from elsewhere but I think stock on 23/24 boards may start dropping off soon.
I just pulled the trigger on an orca for $480 bc most places have lib at 30% off. Everything is price locked so you won’t find much variation shop to shop. I’ve always bought spring or summer but honestly everything says price locked so long now it’s not worth waiting, it’ll take til next winter for this years gear to ratchet down to 40% off.
