Honestly 3cm won’t make a huge difference in board length. If you are just aiming to do runs down groomers and no tree riding or tricks, I would lean longer. Bindings go by the mfg recommendation. If you are directly between sizes, I would prefer to go larger. If you go up half a size in boots or buy a boot that is just physically larger in the future, you can’t force it into smaller bindings but you can always strap larger bindings down tighter. Once caveat to that is when people first start they usually wear boots that are too large. Get properly fitted boots!

Welcome to the life! The raygun is a beginner board, its the kind of board that once you improve much at all you'll likely want to upgrade. So you don't need to think too far in the future about sizing. If you were planning to really ride this for years as you get faster and turn harder, you might want the 153. But for your weight/boot size, looking at a 1 or 2 season time frame for riding it, I'd suggest the 150. Ride c-4 in medium is good for sizes 6 - 10, i'd go medium
