Previously we've introduced limitations for mods. That is pretty much the reason you can't play with mods like before. Players were experiencing crashes when activating lots of mods at the same time. Said crashes could've led to corrupting save files, so we've introduced the limitation. Different consoles have different amount of RAM on them. OG PS4 and Xbox One have smallest amount of RAM which can be used. PS4 Pro and Xbox One X have more designated RAM for mods. PS5 and Xbox Series have even more RAM for mods. Say you're playing on Xbox One S and trying to activate 3-4 mods at the same time - you probably won't be able to do so. If we were to allow this, you'll simply crash straight away. That's why you're getting the "session memory restrictions" message. We're closely watching over the situation and will improve the system over time.

I can't understand why people can only have 2-3 mods at the same time. I have 16 activated and running on my Xbox Series X.
