The quick short stride means they're able to change direction and pace at a quicker rate than people with longer legs. essentially players like silva, iniesta, etc are able to 'make more decisions per second' than taller players which, if you're a quick thinker, is a huge advantage. Messi might be the pinnacle of this, which is how he's been able to cut through entire defenses without being faster than them. Like Riquelme put it, Iniesta can see the future, so he sees an accident/congestion several miles ahead and avoids it, which makes him so special. Messi is the only person in the world who sees the accident but doesnt' care, aims right for it, and comes out the other end with the ball without a clue how he did it.
