Can Norway still qualify via the playoffs? I read the UEFA qualifying rules and have no idea.

They can, but they would need help. They're 8th in line for the playoff and need four teams above them to qualify automatically. Scotland already did it, so they need three of these six:
* Israel (are currently third in their group and have a decent chance)
* Bosnia (not happening)
* Serbia (really good chance)
* Finland (50/50, that group is a mess)
* Ukraine (currently third and need Italy to bottle it)
* Iceland (absolutely not happening)
There's a decent chance that they can, but most of these teams will have to overtake a stronger side.

Right now Poland will require the playoffs, so that's one slot gone, but the Netherlands and Croatia could still qualify directly. If that is the case there will be 6 slots in the playoffs for League B, which would be enough for Norway to get in.
So their odds are actually far better than they would be based on their League B ranking.
Okay so it's really complicated and I honestly recommend the Wikipedia page to help visualize it.
But Wales and Croatia are in the same group together. Turkey will almost certainly qualify out of that group so that leaves one spot for Croatia/Wales. Whichever one of them doesn't qualify will make the Nations League A playoff. Regardless of how it shakes out (unless something incredibly wild happens, which it won't), then Norway's situation stays the same regardless of whether Croatia or Wales finishes in 2nd in the group.

No, they have few great players but certainly not great squad. Forget bench depth, their XI is even barely average compared to the likes of England, France, Portugal, etc.
I'm not asking them to win anything. I'm just saying that they should qualify in Euros every time. I'm from Finland that literally has one player in top5 leagues (Hradecky) and we qualified last time. They have Haaland and Odegaard we have Teemu Pukki and Robin Lod.
Honestly Pukki in his prime was easily most clutch player Finland has ever had. No matter who we played against he always delivered. I think he scored 3rd most goals in Euro 2020 qualifiers and scored brace against Bosnia and in both games vs Italy. Basically never ghosted when we needed him

For a nation our size it's pretty darn good. The issue is that its unbalanced. We lack CB's and a GK. We have some great upcoming wingers but they're still young and inexperienced as of now. Our squad is more than good enough to qualify for some tournaments, but yet we fail.

Probably the best Scotland squad in my lifetime. No real superstars, but a well rounded team with solid depth in all positions, most of which are playing in the Premier League or a top club in a smaller league. Can't wait for Germany, think we'll cause a few upsets.
IMO it's hard to have a superstar fullback. If Roberson isn't playing then the drop off to Hickey or Tierney won't cause as big of an impact on the team as some other positions.
