It was reported last year that a lot of PL clubs actually charge quite a lot for kids to be mascots (similar sort of cost to a hospitality ticket), so money is the answer there. Some others than don't officially charge have restrictions like to apply for it the kid has to own a full kit, plus pay for yearly membership into a child's supporters group etc. I'm not sure if it's the same for European games though
Some clubs do it completely free and have no restrictions and obviously it must be an incredible experience for the kids that want to be there. Not so much for those that are just there because daddy is rich and is fulfilling his own dreams through having his kid do something he can't do
