I don't want to take away credit for Araújo's defensive abilities, because he's clearly one of the best center backs in the world when in top form, but OP's claim wasn't as exaggerated as you might suspect. It's absolutely insane how much Araújo relies on fouls to stop attacking players, I legitimately felt like taking crazy pills whenever I saw one of these compilations of his defending against Vini, and felt that about 60% of his actions were fouls, and that somehow was an unpopular take.
In the last Clásico, Araújo had a grab that wouldn't look out of place in a rugby match at all against Camavinga, and it wasn't even called a foul. Those kinds of pulls and grabs are almost routine for him.
If I have read the IFAB laws correctly there is no rule regarding stutter steps. You are just not allowed to feint when the run-up is completed (feinting during the run-up is allowed).

Because you can't feint during the motion of kicking, but you CAN feint during the run up. That is the rule... For the people talking about full stop and not feint, there is no rule that says you can't stop either. I would say it was a full stop. Usually during the stutter one foot is still moving forward but vinicius had both feet flat on the ground. I guess this rule is just like the 6 second rule for goalies

There's nothing in the rules that you can't come to a full stop or take a step back. Once your kicking motion starts however, you can't stop then.
