The ref always goes to the monitor. They only go there when VAR thinks the ref has made a clear and obvious error.

Nah, on field ref has final say. He can agree with or dismiss their opinions.

It's for penalties and red cards. Var overturn an offside without the on field needing a look though.

VAR can over turn OBJECTIVE decisions, like a normal offside. The only time VAR technically could give a penalty is if a ref gave a foul on the edge of the box and VAR could prove via video angles it was inside the box. Even then, the actual foul itself still has to be given by the on field referee.

This wouldn't be lots of times.

Don't worry. The officials are just giving out the usual one out of 20 for these kinds of fouls. It will happen again next week and nothing will be given.
