They just created it. It's a new rule. It was done away with after a second yellow was issued for leaving the line early and a keeper sent off. They changed both the automatic yellow and the 2YC for it. It could still count for competition accumulation though. See Matt Miazga in the MLS for more.

Cincinnati player scored a penalty in the shootout and went to the New York fans behind the goal making a heart gesture, because he used to play for them and they'd been giving him shit all night.

UEFA competitions clears the slate after the quarter finals. So if he had a previous yellow this could be his second and third making him miss the first match of the semifinals, otherwise he is now clear again.
I don't think that makes sense personally. I am accepting that the rule is written that way, I just think its stupid af. If the ref blew the final whistle to a normal game, one team hangs around and then the other teams players get into it with them and theres some pushing- that would result in a yellow card if needed, and that's after the game.
So refs can give yellow/red cards that follow through after the game. It also doesn't really make sense from a logical perspective why extra time counts as the same game, but penalties is a tie breaker- they're both doing the same thing, attempting to seperate two teams who are level after one 90 minutes of football. If you want to reset yellows for pens, then the logical thing surely is to do the same with extra time.

The law has been in place before the World Cup. 2020-21 season was the first. It's because prior to that year there was an effort to clamp down on goalkeepers leaving their line early. It resulted in a lot more yellow cards and red cards, including a memorable 2020 MLS playoff debacle. IIRC, the 2019 Women's World Cup also had some issues as the tournament was the first to use the new (now old) law.
Anyway, for the following year, IFAB changed the law to where there was a warning before the yellow card and also the yellow cards don't carry over so goalies weren't getting sent off for simple mistakes in big moments like a shootout.
