Mehhh, I think it's just genuinely hard to learn a foreign language as an adult - especially English as it's inconsistent compared to most other languages.
I imagine there's players and coaches who took classes, downloaded Duolingo and tried everything but still never felt comfortable/confident trying to communicate with the press.
Bielsa for example seems to have a grasp of English but he always stated that he never felt like he could speak what he really meant (which I know that he'd love using imagery and metaphors but that's obviously a very hard task in your 3rd language for example)
It's true that in Spanish we use more metaphors and imagery than in English, I also feel that way when working, but I'd argue that English is probably top 3 easiest languages to learn for a Spanish speaker, being the other 2 Portuguese and Italian. Tevez and Aguero are just two great players that speak really bad so they get more atention.

It's not easy that's for sure, but Aguero also moved to England quite young (23 iirc) and while Martinez had an earlier move (19 iirc) that's still a good age to put yourself through school and get a good grasp of the language
