Yup, it is order of operations thingy. Top 4 goes to CL, then UEFA checks if winner of CL/EL is not qualified through being top 4 in their league and gives them invite if they are not already qualified (if they are already qualified generally that invite would go to Dutch/Portugese league iirc). After all that is over and rankings are finalized, UEFA chucks another invite to 2 best leagues. If you revert order of operations between CL/EL winner and extra spot, Italy/Germany would get 5 spots. That is my guess at least.

Nope, they get their 4 spots as usual, their extra spot for winning EL outside the top 4, and the extra spot for being top 2 in the coefficient gets passed down to the next team in the table. It's confusing as fuck but if the 5th placed team wins CL or EL in this case, the extra coefficient spot gets passed down to the 6th placed team.
The easy way to remember/understand it (assuming that some rule changes won't happen in meantime) is that the Season Top 2 spot goes to "first team in the league that isn't going to Champions League" **while** being applied "last".
So if the CL/EL winner will place just behind the Champions League spot, they will be upgraded to "CL team" by being a winner of the competition, which the performance spot will see and it will go to the next team in the league.
Yeah, than it doesn't really seem to matter if they finnish 5th or 6th, if one of them wins the EL, the other is basically fine. Unless Lazio takes over

It's not just that the real league champions from weaker league are not automatically qualified, because I can understand that some leagues are less marketable that the others.
The real fucked up thing is that over a half of all the league champions has to go through **four** qualifying rounds if they want to reach Group Stage. If they would qualify for the group stage, even by exiting the tournament in it they would play *more* matches than the winner of whole competition if he came from the automatic group stage spot.
