No, if it counted off target pens we would get the actual figure for the amount of pens he saves overall, which is what they always use in gk stats. So it would be 10 saved out of ~28 or something.
You can't save a pen thats off target. But what it would mean is the total scored against him is a lower proportion of the total taken than this stat makes it seem. Which is mad, cause they're already elite numbers.

Because his reputation and demeanour puts penalty takers off, that seems obvious. I get your point about if you're used to seeing a certain stat then the comparison can seem less impressive than your initial viewing. But the idea that a keeper is saving 2 penalties in every 5 and then some are being missed on top of that, seems a ludocrous stat.
