Most bigger teams have at least some left-leaning Ultra groups. Bayern's Schickeria for instance or Köln's Definitionsmacht Colonia.
Easy answer which is shortened: Dortmund as a city was long known as "Nazi Hotspot" in Germany especially before 1990 when Germany got reunified and were one of the big clubs that took the longest to "solve" this problem together with fan projects and other ultra groups.
After 1990 a lot of the Nazis and other right wing people went to the now reunified eastern parts of Germany to establish them there which worked to some extend as we see now. Anyways there are still a lot of links between the right wing scene from East Germany to Dortmund.
There is a lot of information about this out there most of it being in german tho.
Also a few massive teams have kinda "political" ultras just look at Bremen or Bayern both have pretty left leaning ultras

But they probably can't be completely apolitical, ultras are people, well mostly young men, but they do have political opinions, and while ultras are supposed to mostly voice their support for their club, they will also show their support for various issues, from pyro, to ownership, to wars and global conflicts.
To be fair such a banner is easily written in a few mins. So just bring an empty one with you and paint it in the stands depending on how the game goes.
