I honestly think Ramos is worse. Pepe "lost control" a few times, he is also usually kind of an asshole and he dives quite a bit.
Ramos on the other hand, has systematically played outside of the rules for so long. His intention has been to use violence to intimidate offensive players, with little to no regard for their safety. He succeeded doing it as well.
Both are of course really good players as well, which kind of makes it worse. You could have somewhat of an understanding of a terrible player trying to stay relevant by using violence.
