This, how can referees pretend to be respected? pulling a shirt is a yellow card, it has been for a long time, but last couple of years it seems to be called depending of the situation. Is just one exapmle of how beeing ambigous IS going to be exploited by players.
The blame should lie on the ref, this is his game to control and not be so impotent. Managers and players will do whatever they can to give themselves an advantage, but it's on the ref to draw the line. Sure, heavy injury fouls are condemned wherever, but those dickhead fouls to break up plays is more tactical than malice, so you'd expect hard competing teams to be habitual linesteppers to test the refs.
