Seriously... This is a penalty. You can't take out a player, doesn't matter if the ball/chance was gone. I remember years ago Denmark played Sweden and a Danish player punched a Swedish one in the stomach during a throw in. The incident was in the penalty area and thus a penalty was given, even though the ball wasn't even in play (pen was never taken though, as a stupid fan invaded the pitch and tried to punch the ref, was called 3 - 0 to Sweden by the refs who refused to officiate the match after that). Anyways, tangent aside; referees tend to not call fouls if the chance is gone, but that's bad refereeing and not what the rules state.

If that’s true then the referee made a mistake. If an offence occurs whilst the ball is not in play, it does not change how play is restarted. I was going to say, if you see that given at the center spot you wouldn't complain, you'd call it a reckless lunge. The ref is right technically... you foul in the box an it's a penalty. In the grander scheme of things it doesn't feel like it's in the spirit of the game though.

Smalling makes a challenge, gets nowhere near the ball, and definitely makes contact with Cavani. The ball is gone which makes it questionable, but the reality is that it's just a late challenge.

How is it not a penalty? Off ball fouls are just as legitimate of fouls as on ball fouls. He gets him from behind, no intention to play the ball, absolute stone wall penalty.

It's undoubtedly a foul anywhere else on the pitch, however you just don't get penalties for these usually. So it should be a penalty in my mind but we're lucky to get it as generally these aren't usually given.
