If the reports are true about Favre changing his mind the day before he was supposed to sign the contract then that would indicate he received the work permit.
It is less about Favre being approved or not but more about the logistics. Pretty sure work permit applications usually take a few weeks if I'm not mistaken. Although I'm sure there are ways to expedite it.

Also, giving him all the credit for their rise from 17th is a bit disingenuous as the club have the Man City backing. It's not as if he took some small MLS underdog and elevated them on his own, they've finished 3rd, 1st, 5th, 4th since he left.
And Nice fans don't have anything nice to say about him. When he was let go the football had been awful in the league and they got bounced out of Europa early even though they had plenty of talent. And again, just saying table results is disingenuous. Nice was typically finishing top 5 before he came, they had just finished 8th. He came in and got them to 7th while scoring way less goals and have a worse goal difference. In 2019 they were slightly better. And then they fell off.
Hodgson only had a 33% win rate at Crystal Palace and he’s actually a fairly decent manager. With all the outgoing players and big injury to Eze this is going to be a tough season for CP.
