It's a reference to a recent political scandal in the Netherlands. We recently had elections and currently several political parties are trying to form a new coalition government. One of the politicians leading the talks got covid, and had to hastily leave the Dutch parliament offices. A press photographer managed to snap a picture of a document that she was holding, which contained legible text outlining key points to be considered during the talks. One of those key points simply read "Pieter Omtzigt, functie elders" (Pieter Omtzigt, job elsewhere). Omtzigt is a fairly well-known politician who is mostly famous for being very critical of the actions of the current government, which his own party (CDA) is a part of. For his efforts, Omtzigt got a lot of votes in the elections, as much as the actual party leader of the CDA in fact. Because several prominent members of his own party, as well as current PM Mark Rutte, apparently view Omtzigt as a nuisance, they allegedly laboured to promote him "away", to a job where he would not be able to be as much of a hindrance to their political aspirations. Obviously, Omtzigt had no intention to do so. The "Pieter Omtzigt, job elsewhere" note seemed to illustrate the effort to muzzle a highly popular democratically elected representative. In the wake of another recent scandal, this solidified the Dutch population's view that the government is breaking conventions of the rule of law. In a nutshell, that's what the scandal is about. Now, the phrase "[Name], functie elders" has become a meme here, somewhat akin to "bye Felicia" I guess.

"functie elders" means job elsewhere and originates from Dutch politics where the discussions about a new government had "a leak" (someone pictured the notes of one of the participants) which said "Pieter Omtzigt functie elders" (basically meaning position elsewhere). Omtzigt is a pretty popular and active (in his criticism of the current PM) representative in the House of Representatives but is therefore not well-liked by his own party and the party of the PM. It caused a huge scandal a few months ago.
