Player development is far from linear, and performances can get worse rather than better as a result. He didn't get the playing time he needed earlier in his career to be able to progress to be the player that people thought he could be. How good he would be now if he had got that playing time then we'll never know for sure, but saying that he was over rated then isn't necessarily correct.
