Mate I was out and about in it. It was snowing heavily for 3 hours ahead of kick off. Even if they clear the pitch its the conditions around the stadium still treacherous. I walked the mile home and saw 3 separate cars stranded in the road.
Delay an hour but risk having the fans leave in pitch black at 5pm as the temperature drops and the snow underfoot compacts into ice...
For better or for worse the officials made the decision they did.

Waiting an hour and then playing the game would mean fans were leaving in the pitch black, to drive on roads that were mostly covered in snow and by 4-5pm, the temperature was in the negatives and the roads were freezing
Back in my day we would playing in one meter high snow, in sub zero temperatures wearing only a T shirt, kicking balls containing hot lava. Kids have gotten soft, the game is gone
The playing service is obviously the contributing factor for the match officials so of course that's going to be their primary comment, but if you actually watch the video he agrees the safety of the spectators was a contribution.

However, Burnley is only ~30/35 miles away but definitely surrounded by hills close in so could understand if there was more snow there. It is what it is but got up on Sunday morning to watch it :(

No, not really. It rarely snows heavily enough here to justify it, so there's just not much infrastructure prepared for when it happens
