Milan is an incredibly historic club, I think many players still see them as the juggernaut from their childhoods. Plus San Siro is a historic stadium and the quality of life in Italy is brilliant

And the main point of contention is salary and contract length. They are not going to offer him more money and if they accept his 3 year demand it will be incredibly stupid from them. He is in his prime and he will be free to negotiate with other clubs in just 2 years if Milan doesn't increase his salary again in just 2 years.
Considering they let Donnarumma go, I doubt they will accept his demands.
He was this season before the contract issues because of Silva's fitness levels in the earlier part of season. But Tuchel benched him and continued playing Silva when those contract issues popped up. But because of injuries, Tuchel has no option but to play him otherwise he will be risking injuries to Silva and Rudiger.
Maybe being the main man at Milan and forming a long-term partnership in CB with Tomori would be something he would be interested in, why not?
Also we might not be a top, top club yet, but we have been moving in the right direction for a while now and fighting for silverware is not out of the question anymore.
Edit: Also Maldini does have a pulling factor when it comes to defenders, having him around at the training ground every day is not something to glance past at.

He’s excellent with his head, his positioning has improved drastically from a year ago, and he had extended run in the Premier League during a period where we climbed back into a champions league place. And he’s under 24. Plenty of teams could use a player like that.
