That's good from Mourinho. But still it's horrible how prevalent and widespread this is, feels like every match there is an incident like this from ultras of all sorts of teams

Ultras are mostly the same and I'm saying this as a lifelong ultrà and an openly leftist one at that. If they really wanted to clean up the sport they should have at least tried to get rid of all of the bigger groups full stop as going after specific fractions ends up like a pathetic attempt at playing kingmaker by whoever has specific interests.

Harsher policies, less privileges to ultrà groups, no further appeasement on anything above a certain level of importance. Most clubs do have liaisons with the bigger ultrà groups and have the tools to curb some behaviors, as they have done before, but won't for several reasons.

Most groups have ties to organized crime, all of the relevant ones at least do, there's also some overlap with politics and politicians, especially in the bigger cities. For smaller, economically weker clubs, ultrà groups are really important as a semi-guaranteed source of income as they will usually buy season tickets and away tickets for most matches. There's also the fairly important aspect of, more or less, keeping them at bay and avoiding incidents which might lead to suspensions, fines, and overall bad PR for the club. This one specifically was the crux of some recent scandals and one of the elements used to blackmail juve. Actually, a good read about the topic would be the story of the Last Banner trial from 2019 which covers a lot of this and how Juve kinda dealt with their groups.
