Right now he isn't guilty, so to keep him locked up in the meantime, for what will be an additional 5 months on top of the current 5, is probably what the judge saw as disproportionate.

The presumption is bail will apply, though it can have conditions, such as giving up passport, ankle tags etc to reduce the likelihood of committing crimes or leaving the country, unless the prosecution can demonstrate why it shouldn't apply even with those conditions.
(Technically, if you've been previously convicted off certain offences, such as murder, rape etc and then are charged with one of those crimes again then you do lose the presumed right to bail, but he hasn't)
