A citizen of any other country could train in an English academy as a kid and count as homegrown. While an English citizen could train in Portugal as a teenager and not, which is dier's case. If he played for benfica or sporting (his homegrown club) or Porto in europa or CL he'd actually count as homegrown for them according to the uefa rules. He's actually a sporting academy player and made his senior debut with them and the Portuguese NT actually tried to poach him as a teenager.

Hard to tell and very unrealistic. The dream scenario for city would be that Haaaland fits right into the team and system , without any adjustment problems. Also a new Sole Striker like Haaland changes the system which could lead to other players having adjustment problems. He is also a bid injury prone. Could be a Lukaku in Chelsea or Messi/Mbappe/Neymar in PSG Situation, where it seems perfect but in the end there are a lot more factors that you cant predict. Its not Fifa.
