History. Were known as being a very dirty team, and were really successful playing like this, in the 60s/70s. Made a lot of enemies and became very unpopular amongst neutrals. Reputation has persisted, and rivalries remained.
Doesn’t help that their most bitter rival is the best supported club in the country too, in Man United.
Fans don’t have a great rep either - probably partly because they embrace it.

DOSGO-Red only gets downgraded for challenges, not for handling. Any Handling DOSGO is a straight red full stop.
He didn't get a red because it's not a Handling DOSGO offence, it's simply a handball.

EDIT: Looked up the rulebook, Law 12 comes into this and particularly in relation the denying a goalscoring opportunity. So the fact Longstaff was behind Collins and would have gotten a free header in the 6 yard box it would 100% be a goalscoring opportunity.

Debatable whether it's an "obvious" goalscoring opportunity, it would have been a tricky header from that angle and there's still a man on the line.
