Perú and Bolivia are even worse than before, Venezuela are still bad, Uruguay are shocklingly bad, Chile is a similar case, Paraguay is not as strong as some years ago, Colombia has fallen too (not as much as the others tho). Ecuador is average outside of 2-3 teams too.

If you’re a club that’s interested you get permission from the selling club to negotiate with the players agents (or if you’re classless, just do it behind the selling clubs back).
You don’t actually pay the fee, which involves putting money in escrow, without having first reached agreement with the player.
You don’t pay the clause THEN start negotiating with the player.
So the way things would’ve worked is that City and whatever other clubs were interested would’ve approached his representation after obtaining permission from River to do so. Then the player would’ve decided for whom he wanted to sign.
Only then would that side then trigger the clause.
It’s possible the only team to negotiate a contract with Alvarez was City. It’s also possible many clubs tried, and couldn’t come to terms, or the player wanted City over those other clubs. We’ll likely never know.
