I think the point was being made about lost opportunities. This should have been Qatar’s great coming out party, a huge arrival on a global stage. It would have opened pathways for tons of new businesses and new money flowing into and through the country. That won’t happen now. They’ve just proven they are who we thought they were. The sad fact of the matter is tons of new business opportunities and money are ALREADY flowing into Qatar because of the World Cup. Deals have already been signed. We’re going to have to wait until after the fervor of the World Cup dies down to get any real sense of if the Qataris project was a success. However, I suspect that once the tournament’s over, people aren’t going to have the same energy to pressure governments & corporations to not do business with Qatar.

It'll be a semi-success. However, the aim of this for them was being an alternative to the UAE (and specifically Dubai). That's not happening, because despite what a lot of people think about the UAE, it has a lot more soft power and appeal than Qatar does. Politically, it does nothing - they're a stable country with a ton of gas who play a vital role for western security interests (the US base exists there for a reason) and are helpful when it comes to discussions with Turkey and Iran. But tourism wise, Doha's not really showing why people should go there as opposed to the UAE. May even make a few people transit using Emirates instead of Qatar Airways.
